Free service is limited (significantly), paid service gives you more. Up to you to decide f it is worth it.
Games playable using it is still limited, check available games first.
And yes, you do need to own the game(s) on a "supported" platform to be able to play them using GeForce Now.
And you will be online using the GeForce Now servers to run the game(s).

Since android is linux based it don't use .exe and uses apk as it's program package. It's impossible for android to use a windows program unless a program like wine is developed. Then with all the limitations of a tablet or phone it wouldn't handle a pc game very well. The phones/tablets gpu would be it's biggest hurdle seeing how pc games don't support laptops let alone phones/tablets gpu's.

I tried it once few months ago and Steam installation failed I think because Steam doesn't support Windows XP anymore.
I haven't been messing around with WINE much. But if you want you could try to find older version of Steam that works with XP and try to install Steam.exe
Or try to download some DRM free games from GoG or somewhere and try to install them.
Maybe they'll work.
Except the already do.
