Possible Steam on Android?
I have an android device that has an AArch64 processor, 8GB ram, 128GB internal storage and an Adreno 616 graphics processor. Is there a way to install Steam.exe directly on the phone and play PC games on it? I ask this because I wanted to play Skyrim and other offline PC games on my phone, remote play is not an option for me since I turn off my PC when not in use.

I know my english ain't good but I know I clearly stated that I want to play my PC games directly on my phone, NO streaming service would help me play PC games directly on my phone.

There is no client capable of playing a game that runs on Android. You can try to track down a virtual machine software or something along the lines of WINE and hope that it's developed enough to actually handle games and doesn't bog down the hardware to much.

steam has a mobile app
https://play.google.com/store/apps/details?id=com.valvesoftware.android.steam.community

but understand that there is no way to do that (yet.)

Google would never allow it.

I meant to ask about .exe version of steam
The author of this thread has indicated that this post answers the original topic.

GeForce Now.

Free service is limited (significantly), paid service gives you more. Up to you to decide f it is worth it.
Games playable using it is still limited, check available games first.

And yes, you do need to own the game(s) on a "supported" platform to be able to play them using GeForce Now.
And you will be online using the GeForce Now servers to run the game(s).

Not posting a link. You have a Droid. Google is your friend.

Since android is linux based it don't use .exe and uses apk as it's program package. It's impossible for android to use a windows program unless a program like wine is developed. Then with all the limitations of a tablet or phone it wouldn't handle a pc game very well. The phones/tablets gpu would be it's biggest hurdle seeing how pc games don't support laptops let alone phones/tablets gpu's.

You could try WINE
https://dl.winehq.org/wine-builds/android/

I tried it once few months ago and Steam installation failed I think because Steam doesn't support Windows XP anymore.

I haven't been messing around with WINE much. But if you want you could try to find older version of Steam that works with XP and try to install Steam.exe

Or try to download some DRM free games from GoG or somewhere and try to install them.
Maybe they'll work.

Also, publishers probably wouldn't support it for the most part, so a Steam-Android development would mostly go to waste.

Except the already do.
The limitations are technical, not Google.

Stadia is an option

Maybe they wouldn't allow it on the Play Store, but Valve could just make apk downloadable directly from the Steam website.
