Isn't it hipocritical of steam to commemorate the VN genre with a sales fest while...
At the same time heavily censor them to the point where publishers become afraid of releasing the full content on steam so they release cut version of it within the store to reach the global PC market and then offer a patch fix so that you can get the full experience?

If steam is celebrating VN's I will believe it if they show through actions and allow VN's like Muramasa to be available on steam. Reach out to publishers and apologize for being short sighted while promising that they will do better in the future.

I don't see the hypocrisy.

Valve doesn't want to sell a product with certain content.

A company removed said content because they want to use Steam's distribution to sell their product.

Valve then sells the product, and wants to promote said product to the customers with events.

Hypocrisy would be Valve publicly opposing the unedited product while also selling the unedited product.

Now, who is offering the patch fix? Valve? The devs? Is the patch offered within Steam's framework?

Now that I think of it, what is the removed content? If it is removed but it still sells was that particular content important? Was the content the entire reason for the game itself?

Pre 2018 they do censor a lot. So games with adult content post it here without adult content, and post the 18+ patch on their website. But now they release the gate. So I don't see hypocrisy here. Change of policies do happen.

Are you saying that the edited VN is released, but a patch is offered within Steam?

Or are you saying that Valve has started to sell unedited VNs?

Both, I would assume.

I've seen VNs that offer the 18+ content as DLC (often as free DLC). It is still hidden by the filter as well, for those with out Adult Content enabled.

And there are ones that are Adult Only on the main store page.

steam mostly censors/bans VN titles with loli or CP content, which honestly is the bare minimum any decent company would do, I am more concerned why people complain such content/games are banned.

All age versions of visual novels exist far longer then steam, so... you complain to the wrong source.
