Using VPN not to do any purchases
If I use VPN to login to Steam and visit some pages, make comments or post a review, is it bannable. Definetely NOT doing any purchases or transactions.

For example, I already have a game in my library, which is blocked in my country. Can I visit game store, put some likesto reviews or post my own review? Or it would be violation of user agreement?

I don't quite understand vague "other reasons" in User Agreement.

No. You will not get banned for a VPN unless it's to bypass purchase restrictions.

You could also be banned if you use a VPN to bypass region restrictions in games such as for matchmaking.

VPNs no longer affect region on Steam and have not for a couple of years. Say for example you're in the UK and a there's a regionally restricted game you want to see the store page for. You can connect to a US VPN and go to that store page... and it'll still be restricted for you. The only way you'll see that page and be able to write a review is if you move to the US and get a US payment method and a US billing address and successfully make a purchase using both.

SSA does state you're not allow to use proxy or anything that spoof your location.

Now Steam doesn't enforce it to that degree, unless you were to bypass regional pricing to buy things, such as trying to get games cheaper in country you're not in, or trying to buy a game that banned in your country.

Online games has their own rules, some online games may ban you for using VPN/proxy, so might want to be aware of that.
The rule of thumb to remember is this - are you using it to either skirt something or gain advantage? By which this means, saving money by region skipping, or avoiding bans etc.

If not, then there's no issue.

Just as it stands in probably any TnC. But nowadays VPNs have become an indispensable part of many peoples every day life. Valve knows that. Nothing will happen.

Yes because saying, "If you do this, we may terminate your account." certainly equates to "Nothing will happen."

"We may terminate" does not equate to "We will terminate". Nothing will happen.

The use account locks more often than terminations.
