That is NOT how they issue Account Alerts. Account Alerts are issued through Steam itself. Like this...

Thank you for your help!
Very weird email that email is for my streaming page and is not connected to any steam accounts.
If your address follows a common scheme like intitial + common last name, word + number or similar it's bound to come up at some point. If you are using your streamer name which is somewhat public, even more so.
Either way, if it isn't a Steam Notification in your Steam Client, ignore it.
People are trying to phish random emails now just like messaging people randomly in discord with the same such claim. It's all bogus/scam/phishing attempt.
Report it to your ISP.
I know I run my multi billion dollar company off a crummy hotmail address.
If you ever have to ask then no, it's not legit.
Your email's not being used by someone else (based off of what you've said so far). However you did give it out somewhere and now they're trying to phish your account info.

And sometimes I have a direct contact through steam via email steampowered
No surprise. Steam does not give out EMail addresses, and you've probably published that EMail address. Somebody assumed that you might be using Steam, or maybe they know you do from your "streaming" activity, so they figured it might be a good idea to send you a phishing mail.
