What are the rules on buying games in other countries?
Obviously not anything I'd be able to do until LOOONG after corona, but I've always wondered if its allowed or even possible to use steam whilst on holiday in a country where their currencies are worth less to buy games for cheaper?

Is that allowed or is that against some form of rules?

If you are physically in the other country, have a billing address in said country and a payment method with a billing address in said country, yes.

If anything above is answered no, then well, no.

You are tied to your store region, which is tied to your billing address.
If you change region for a lower price, this can lead to your accout being permanently suspended.

As in billing address / place of primary residence. Temporary living does not count, such as being in a country for a few months as a tourist/visa holder etc.

So since you mentioned for holiday - no, absolutely not, your account could be banned for attempting it.

I still wonder about the spain vacation example.
It says, a new user must buy with wallet or spain payment method and can only set the account to home when back at home.

In this example, what billing address will he have to choose?
And what does this choice mean for the next spain holiday?

It isn't necessary to change regions when on a trip and changing back after you get home. But it is allowed as long as the requirements above are met.

Thats what i see in it too.

As long as you dont pretend a location, and as long as you dont take advantage of claiming another residence while at your home, you do no wrong.

Whatever you buy in Las Vegas has to stay in Las Vegas.

You can't play it unless you are in Las Vegas.
