0.01% is definitely a very rarely obtained achievement
Just use the regular achievement showcase if you want more custom achievements being shown.

but still, that increases the number then. still doesnt make sense. whos gonna unlock a 1500m shot but not 1200m lol
I do that sometimes. There are games I never really played but just wanted an achievement to show on my profile and unlock the one instead of them all.
Your best bet is to ask in the game's own forums to see if anyone has tested the achievements to see how they unlock, or looked at game files to see what the achievement unlock triggers are. It could be that the devs did not set the achievements up correctly, and the achievements are broken. And yes, SAM being used to unlock specific achievements and not others can and often does throw off stats on achievements for many games.

Is going to be pretty obvious something sketchy did happen so if you do not want people to call you a cheater then I would stay clear of it, or at least make smart use of it.
it still unfortunately doesn't answer my question. i guess theres no way for us users to know. it looks like its just a bug the way valve calculates achievements, or perhaps a one in a million: equal amount of people have both achievements therefore it just shows whichever pops first
And no, it doesnt just randomly pick Achievements, it picks the ones you have, which have the least amount of Users that also have that Achievement. Regarding why Silver comes before first, probably the same Amount of Users have gotten both. i know for a fact its not possible to cheat RO2 achievements.

From memory, the developer did break this game and many of it's single player achievements (but don't quote me on that, as it's been over 10 years since I played it). The reason Silver has ended up rarer than Gold is because less players have actually achieved it. Yes, it is an absolutely counter-intuitive result, but there is no mistake in regard to which is rarer (i.e. Silver @1200 meters). Also: 0.01% is the lowest possible result that can be displayed on the Rarest Achievement Showcase - not 0.00%
What probably has happened, is those chasing the rarest achievements have probably focused solely on what they thought was the harder, more coveted achievement of the two (i.e. Gold @1500 meters) and then not bothered with Silver. We'll probably never know why, because there's too many people involved, over such a long period of time, but it's probably something like that.
FYI: player's efforts only count towards a game's completion rate stats ONLY AFTER they trigger one or more of the game's achievements. In other words, owning/playing a game without completing any of the game's achievements, means you're not contributing to the overall achievement stats. Also, resetting a game's achievements back to zero DOESN'T UNDO THIS.
you are right about the first point. this shoddy developer has broken a ton of things in the last x years of this game. it could be the reason why some didnt achieve x achievement but achieved Y
Regarding your second point: thats actually not possible in this regard because if you receive 1500m, you automatically receive other 3 :)
sorry i dont understand your third point. if you achieve x achievement that should automatically statistically put you in the group of other people who did. The game overall% definitely triggers once you achieve a single achievement. thats been tested and proven many times :)
