There is a simpler solution.......do not allow your other pcs to access each other trough your network.
That is something you need to setup in the first place either way, so if some bad files can transferred between all devices at your home it is your responsibility to ensure that nothing bad spreads between all of them.
Those files aren't transferred through Steam.
There are no viruses on Steam, and it's dead easy to prove.
Valve regularly check all their uploads before uploading because they'd be sued to hell and back if they were negligent.
But here's the kicker how we know that no viruses are there. Because if there were WE'D ALL GET THEM.
And there are precisely zero reports outside yours saying of this matter. Ergo, you're wrong. If you have something you've picked it up elsewhere.
That's not how anything works.

If you want it changed then you set it that way. Sorry and all that but that's how the world works.
Then you should perhaps educate yourself how things are in the world and what you've agreed to on the contract.
Because you HAVE agreed to these terms as this is how service contracts work.

I'm sorry you don't like it, but again the world ain't going to change around you.
It a very useful feature if you have multiple PC in the same household and dont want to redownload the games on all the different systems.
I regularly use the function to transfer game files from my gaming desktop to my ROG ALLY handheld or my laptop.
Just because YOU are incapable of keeping basic computer security going and your systems are apparently virus/malware infected cesspools does not mean that the majority of users who actually know what they are doing have to miss out on this very useful function.
Steam only transfers files from Steam\steamapps\common no other files are transferred between computers.
Just turn it off and go on about your day. No need to make a huge issue about it. It was on for me know what i did? Turned it off and went about my day even forgetting it was a thing till you mentioned it.
