if i have my steam and Xbox linked can i get the games free from my Xbox account

No. Getting games for free on one platform if you already have them on another is mostly a promotion thing, to get people to use that platform. Steam (as the platform being promoted) and the publishers (who have to provide the licenses) have no real reason to promote Steam; it's doing pretty well on its own...

It's like this - Steam and Xbox are different platforms much the same as Playstation and Xbox are.

You can't buy a game on one and use it on another. Sure there are some online games which may have account sharing but they are few and far between.

Just because they both are used on the PC doesn't change anything.

To build on the above reply, if the game is "Xbox Play Anywhere", you'll automatically have a PC copy via the Windows store when you buy a (digital) Xbox version.

Not really. The XBox uses a version of Windows for consoles, not PC's.

steam even used to be on ps3 before sony took it down
