I cant share with my wife?
I'm American and my wife is Scottish, I'm trying to figure out how to set up Steam Families (tm Gabe's deepest of pockets) but for some reason we're barred from doing so given that she's "from a different country based on purchase histories... like... yeah. But we both live in the US now so... what gives? how do I fix this? can I even fix this? Managing the kids is gonna get WAY more difficult if this doesn't pan out.

Fixed my problem, in private settings make your account visible for everyone , after when you shared you can close it back
