If it is some scam Crypto thing which wants to make you believe that stores would accept that.....probably not.
If they give out a visa debit card then yes, that works usually in most stores out there without the need of special support of the shops themself.
And yes, it could be that steam does not allow country mismatches of payment method & country of residence.....or they just have blacklisted that "payment provider"....
You can't be penalised for trying it but if it's VISA backed then generally it should work. That's what VISA does. If the logo's there it should work.
Of course it does depend on how good the company is - many thrid party (ie. prepay debit) cards are often pretty poor at communicating so you can get problems and payment failures.

If PayPal accepts it, you can probably just use PayPal for Steam, and back that with your weird crypto thing.
contacted redotpay they said to try again at a later time.
today I have submitted my problem to steam, I'll keep you updated on it
is what they told me, tho my card address information and my steam address details are the same, the only thing that might pose a problem is RedotPay itself is not in my country
Same brother , i also think that redot is Honkong based Finance card thats why it doesnt work for us
