only 1 person can play the same game at a time (if you only got 1 copy of the game in your family)
if you mean one of her games, maybe publishers turned off family sharing for the game.
Also games that require 3rd party launchers and/or accounts can't be shared (most games from EA, Ubisoft etc.).
Some games may have the family share feature available, others don't. It completely depends.
Also if your mum is in another location or address then you can no longer share as this was changed recently due to abuse of the system.
