Often such pauses in downloads are caused as the Data downloaded need to be properly written to the drive and not just stored in the cache, as the download is faster then the writing speed (and data processing).
1. Your ISP is capping your download speed due overload
2. Your system can't handle the unpacking (Maybe your SSD is getting written a lot while downloading?)

Have you ever looked at the download window in steam?
It shows you
a) the current download
b) the speed with which the Data gets processed on your system
If the second does still have significant usage when the download pauses, then your PC is not fast/powerful enough to handle the data in the same speed as the download.....
