Why does steam start a download with a spurt of speed then drop to 0? Everytime I down load something there is a spurt then drops to 0 for awhile then another spurt and down to 0 again. This repeats over and over and the download takes quite a bit longer than it should.

I tested my download speed outside of Steam and it averages close to 250 Mb/s.

Have you a slow drive in your PC?
Often such pauses in downloads are caused as the Data downloaded need to be properly written to the drive and not just stored in the cache, as the download is faster then the writing speed (and data processing).
My drive is an SSD with almost 750 GB free space so that can't be the problem. I think that Steam's servers just can't handle the volume of downloads. There was the same type of issue When SimCity came out in 2014, critics were thrilled with the beloved series' first game in nearly a decade. But no one could praise publisher EA's handling of the launch, which was chronically plagued with server issues that left players stuck with a game they couldn't play.
When you download a game via Steam, it is not only downloaded, but also unpacked in parallel, when on other sources Origin, Uplay, EGS, you download all the game files at once that do not require unpacking. On the one hand, it saves Internet traffic, and on the other hand, it loads your disk a lot
I see 2 possible issues:

1. Your ISP is capping your download speed due overload

2. Your system can't handle the unpacking (Maybe your SSD is getting written a lot while downloading?)

250MB/Sec. is quite high a speed, so what you are seeing is INSTALL PAUSE in downloads.

Have you ever looked at the download window in steam?
It shows you
a) the current download
b) the speed with which the Data gets processed on your system

If the second does still have significant usage when the download pauses, then your PC is not fast/powerful enough to handle the data in the same speed as the download.....
What I am saying is sometimes the download speed actually stops and once in awhile Steam itself crashes to the desktop. I don't have any problems with any other sites but Steam. This has been happening ever since the update just before the last one

Why would I be in beta I have had steam for years.
