It doesn't work well.
I have games tagged lgbt+ blocked, and they still show up on the homepage from time to time.

Blocking tags won't work to prevent such games from appearing. It would only filter games with those tags and that may not include games shown in the main store page.

The above will block all such content, but won't block games such as The Witcher.

Rust shouldn't be effected by that filter. Only games that state "Adult Only" on the store page, will.

think i seen adult or nudity on the options and without looking through just quickly disabled them all :/ ah well hopefully fixed now

For new accounts all that stuff is hidden. Older accounts never even had that setting and the default when the hide feature was added was to not hide. Anyway, go adjust your settings and remember to have fun.
