There a way to set all games to update only when they're launched without setting them all manually?

Unfortunately, there is not. There used to be, but that feature was removed, likely due to not many people using it.

If you are comfortable using a text editor that supports replacing text in multiple files at once, that dropdown is the "AutoUpdateBehavior" line in the .ACF files in your steamapps folder.

I used that technique to set all of mine to 2 which is high priority. I'd imagine 1 is "only when launched", but I'd recommend checking before you do the find-and-replace.

no they wrongly removed it.

you can copy the folder over out of the steam directory and open it from the games .exe but sadly eventually you will have to update. the games tend to run from the .exe as long as steam is open in the task manger.
