Cant claim 20$ gift card i won in a giveaway in India

Why cant i claim 20$ and convert the same into local currency INR? It says if you attempt to redeem is different than region in which you are located you may not able to redeem

You can no longer redeem wallet cards from other currencies:

Each Steam User Account is associated with a specific currency, which you can see in the top right corner of your Steam Client. Going forward, you may encounter an error if you try to activate a Steam Wallet Code issued in a different currency than the one of your Steam User Account

Digital gift cards can't be converted into other currencies to prevent fraud.

Keep in mind that if the price difference of the game between your region and theirs is more then 10%, they may not be able to gift you the game.

They could add you as a friend (need to be friends for three days) and use an out-side payment method (Credit/Debit Card, ect) to directly send you wallet funds, that would be converted to your currency. It just can't be done using wallet credits or a physical Steam Card.
