What are these retired routes that some of the scenarios in workshop are asking for?

All this means is that some of the things that have been used by the creator (routes, loco add on's etc) that were once available to buy but are no longer on sale and are therefore listed as being "Retired".
If you had them in your TSC previously then the WS scenario will run. If not, then it may still run (unless it's for the player train) but with gaps where the missing things would be.
