Are there any full free games on Steam that do not include pay-to-win transactions?

I have seen many players do pay-to-win stuff and get beat by normal players.

Yep, and if anything it tends to skew things more in the early game where the skill level of players is low and better gear can kind of "carry" you. Once skill becomes a lot more relevant the P2W-ness becomes less relevant... unless the P2W stuff is just THAT overtuned.

Man why did I choose to play Arena on hard mode with Kevin Sorbo/Ultimate Warrior Monk. Damn that difficult.

Also, never just pick a direction and hold W in Arena.

There are quite a few free single-player games without MTX, I think. Heroine's Quest, Void Pyramid, Endless Sky, Sunrider come to mind right away. GOG has dozens too.
