Thanks for the link. It is obviously not EIDOS anymore either, but the publishers are listed on the Steam Page. If you have concerns as to their licensing of the product, maybe you should contact them:

The game is open-source, and the Steam version is as far as I can tell a fork of the wz2100.net repo (just a couple of versions behind)
You can use my guide to replace the Steam version with the latest wz2100.net version.

Have you read the GPL 2.0 open source license?
Secondly the developer you are talking about even has a link on the store page to the wz2100 net project on github, so they are hardly working from the shadows, or trying to conceal it.
As a sidenote: thanks for the store link as i had never heard of the game, downloading it now.
The only people who get to change their minds about what is and is not legitimate is the IP holder and they didn't care so much that they MADE it open source
How can you be a rogue developer of an open source project exactly? Seems he was the only one willing to pay the 100 USD price tag to host the game on Steam. Says more to me about the other branches than the one you seem to have a beef with.
But even if he were, hypothetically, stealing the code and uploading it on Steam, posting about it here is not how you report the content. The IP holder would have to report the content via the relevant channel, while providing evidence of ownership.
Warzone2100 is provided free of charge under the GPL 2.0 open source license[github.com] (and 2 more). I guess you never bothered to read it, but this is a snippet of the GPL:

The funny thing is that Pumpkin Studios could even have sold this game if they wanted to, but I guess they didn't think that was fair so they didn't. Tells me a lot about them to be honest...
Next time I suggest you actually check the licenses and see what they mean and do before spouting nonsense. There's no foul here what so ever. Maybe apart from your bizarre accusations.
Since it's about an open-source thingy, the question about "legality" isn't as simple as you want to make it out, OP. As ShelLuser shows via the license, it does seem to be all ok.
Don't do naming & shaming, just report the game and see what comes of it. And be prepared to actually accept the answer if it isn't as you like it.
