Thing is, it's not Steam's fault that you (obviously) didn't bother to read up on the services you're using, as such you had no idea how they worked and just assumed things. You do realize that assumptions and security don't really mix very well, right?
Please keep that in mind next time you assume to be in trouble because a Steam rep is asking you for your trade history.
Anyway.... all these restrictions are fully documented:
https://help.steampowered.com/en/faqs/view/61F0-72B7-9A18-C70B#restrictions
There's even a full FAQ about all those restrictions:

Maybe next time look into a service before you just start using it, it'll avoid such surprises.
You can avoid 15 days market hold by activating and using steam mobile authenticator.
You can thank the tens of thousands of people getting phished and/or scammed every year for the latest pending funds security feature. Also for the profile name change cool down after every change amongst others.
Anyone who makes agreements without knowing what they read is the root of their own problem — and not reading the documentation yet banking on the related feature is similarly self-inflicted.
