Losing Affordable Connectivity Program (ACP) - Minimum bandwith to play Steam Games.
I will not be able to afford higher speed Internet after April. Is 5mbps fast enough to play my games? I only play single player games and offline when possible.

That should be more then enough to connect to Steam. Worst case, you may need to download an install an update now and then, for the client.

You could also set Steam to boot into Off-line mode and play your single player games just fine.

^ This. For the most part you'll only be screwed if a game gets a relatively large update, or trying to download a new game. Steam DRM/online checks are usually pretty small data-wise.

Last year I was getting by fine enough with slightly worse quality making it to my rig. That included plenty of multiplayer. Albeit, you'll count every gigabyte an update has for whatever game you want to boot up.
