MS can bring their Game Pass to Steam, just as EA has theirs on Steam.
Valve won't create a pass, but other developers can bring theirs or create something like it on Steam.
And why do you think a Steam version would offer better games? Game Pass only gets the games that publishers / developers are willing to put in it. If anything, Steam would end up with less decent games, as they'd lose all those Microsoft owned studios, too. And the regional headaches... It just isn't worth it for a platform that literally doesn't need it.
Depending on the model MS use, it's likely a one time incentive to get them on board, then payment based on installs and/or time played. In other words, unless it's a really popular game, probably not a lot at all.

Titles that are removed from the service are not longer playable, even if you still pay for the subscription, yes.
It's a lot more flexible than that. Phil Spencer talked about it a few years ago - it's apparently tailored to the devs. It could be anything from a simple upfront payment to usage based... in some cases they've even funded the whole development cost of games.

If Valve ever did consider starting this kind of subscription deal then I'd hate to be one of the people handling inquiries from devs who want in. Think about the amount of shovelware that gets launched on the Steam store every single day. Now imagine having to constantly deal with a lot of those game's devs, almost all day, almost every day. Hellish.

I mean any Developer, publisher, or group therof can collaborate and create their own gamepass on Steam. Valve iisn't one to go trying to bribe devs. It makes much more sense for dev/pubs to decide on their own and then Valve gets a cout of whatever they charge the consumer.
The Microsoft way involves a lot of hassle, time, copst on Valve;'s part for questionable gains. The way the currently do it, allows for maximum flexibility, saves them time, , money, and hassle, and makes them a profit.
