So... check your profile, then add "/commentnotifications/#" to the end of the URL (without the "" obviously). Like I said: never failed me, never bothered with the new stuff because of it.
Probably was broken for me too, a bit earlier today. :)
Check your Steam Settings > Notifications.
Sometimes a Steam update will reset your custom settings back to default or turn them all off. It may take a relaunch of the client or website or app to make any changes you make stick.
And yes, it's a pain.
It seems there's some sort of (Akamai?) caching bug where old notification data is pushed as new.
It's been happening progressively less times on my end though.
But what you are thinking of makes sense too.
Sadly, Akamai's portal is limited for people without a registered and logged-in account.

I personally have a topic stuck in analysis for 4 days or so that may eventually show up as another new notification because Valve.
