Also, care to explain how they make money from accounts being hijacked? Since the Steam accounts are free.
The account owner can ALWAYS recover the hijacked account. This is exactly why you are not allowed to sell or buy accounts either.
It is scary you can't talk directly to a human on the phone. It is one of their biggest weaknesses. It is hiding and making sure they get what they want which isn't in your or anyone's best interest. I would stay well away from Steam in most cases because of this alone.

On PC, this is an eternal battle that no game company can win.
They do plenty about that, but ultimately they can't stop people from giving away the keys to their vault.
Also, Steam is still mostly not-annoying -- like the client and webpage just remember me; I don't have to go through a full login every time.
Fully protect your account and never give out the information.
Steam can only tell you what to do to protect your account. It is up to you to learn from it and do the next right thing.
End users GIVE AWAY their accounts by USING 3RD PARTY SITES or getting SCAMMED.
Examples.
Valve won't contact you on Discord.
You can't falsely reported. Valve looks into reports and won't automatically lock an account without good reason.
3RD Party trading sites can access your account. Don't use them.
Any key site not on is there any good deal should be avoided.

I think you and I have a very different definition of weakness. You might feel that having an actually functional support ticket system is a weakness and prefer something non-functional, but I feel an unfeasible phone based system is the weakness.
Man, I remember the days when support took months and months to get back to you because instead of using the current ticket system, you sent them an email. It was a big meme about how it could take literally a year to hear back from them. Then Valve responded to the complaints by fixing the system, and now you typically get an answer within 48 hours.
I never thought I'd see the day when people were lamenting the lack of a year+ wait time for support.
People believe that a phone number would let them talk to support for hours, lamenting to them how they definitely need the refund to happen, and they only played for 500 hours because they were told that the game would get good. This kind of stuff.
I actually prefer a ticket system. Last time I needed actual support -- the auto-checker had blocked a post for weeks, and I couldn't do anything with it -- I could easily copy-paste a link to that post into the ticket.
As i wrote.. the scammers sell all your skins on the market. And then they buy a thing overpriced and take the money that way.. valve gets a percentage of all transactions. So they actually get money 2 times. When an account is hacked og raited..
Getting your account hijacked is literally a skill issue...
In the boardroom you figure out how to get their money. Not how to get rid of them.
Unless you're invited to call someone your call isn't welcome these days. The secretary in our office deals mostly with fishing calls/unsolicited business calls (so many job recruiters, so many sales people just fishing for work) all day. Phone support is relatively expensive, and the people who do it definitely aren't paid enough, if your business is mostly digital there's no reason to have phone support, they can have a technician contact you when it's something not able to be handled by email or faq. You might be able to request a phone call from them, but I wouldn't hold my breath waiting for it, judging off of what you've written so far.
Don't forget the bit about the scammers account then being locked and all items unable to be traded and sold meaning they lose out on the future revenue.
