Steam issues and no REAL support
I had an external SSD fail and take steam and all my games with it. Now I am trying to download my games so that I can play them. They either will not download at all or in the case of a tiny little 10.2 GB game, it failed 8 times and took 4 hours with constant restarts. I opened a ticket and got their canned list of things to do to fix it. Actually read the whole thing and did every step in order. Then updated the ticket because that did not fix it.
I got another canned response with "advance" todos. Most of these were pointed at my network and my computer. I proceeded to do all of those including paying a tech to come out and replace my network modem. Nothing at all was "wrong" with my computer or network in fact my internet is screaming fast. It did not fix the issues with Steam.
I updated the ticket and, in frustration, said if they could not fix it, I cannot play anything I bought so I want a refund. Well, of course I have played when the games were on the now failed drive. So, I got a response and I quote "We understand your frustration and urgency." Along with this I got the same canned response pasted in that I got the first time with all the steps I had already gone through. Also pasted was their refund policy which, of course, I do not qualify for since I used to be able to play then downloaded games. I CANNOT DOWNLOAD. so now of course I have no play time because I CANNOT DOWNLOAD.
I did a test and went to GOG, who I only used once in the past with a game that was difficult to mod on the Steam download and was not on the GOG download. After that, I did not need or want GOG Galaxy so removed it from my computer. I don't really like GOG but in light of the current STEAM issues that they seem incapable of fixing, it seemed the only way to see if my computer really did have an issue. The same exact game with all the DLCs and artwork coming in at the same 10.2 GB took 9 min an 22 sec timed on a stopwatch.
I went back and totally deleted Steam and then reinstalled it. After very slowly installing and updating I am trying to install that same 10.2 GB game. As of doing a lot of research to get here and writing this it is at 38% and that is at 56 min and 35 sec and counting. I guess I should count myself lucky because at this stage it has not failed, yet.
I am horrified to think what it will take to download a monster like BG3! Days perhaps?

Steam support is for account & billing issues, not technical support. They use templated answers and checklists, that's true.
You certainly won't get a refund just because things don't work on your computer.

I just downloaded and installed a few games to test, so not sure where it goes wrong for you.

As above, they don't do Technical Support for things that isn't related to their hardware.

If you're having issues post-failure of an SSD such as constantly failed downloads, you either now have an issue within the local network, or you have a much more serious system issue that needs to be fixed, which could include a power issue such as improper voltage or unstable voltage from the psu. It could also be bad/failing RAM, damage/corrupted OS needing the standard repair command, bad cable etc.

Overall, you need to troubleshoot, if you want to see if it's OS related try safe mode with networking, if the issues are gone then likely the OS is damaged/corrupted, or another app is causing issues (whitelist Steam in your AV) or actively interferes with the operations.

Any interruption that results in a failure to save the essential state of what is downloaded to what extent, especially the temporary downloading section/manifest will cause a complete loss of a download, which emphasizes system instability.

If you're not familiar with the troubleshooting around these possibilities, I would recommend someone familiar with such to attempt resolving it if a temporary issue, or to find what may need to be replaced or updated (drivers, modem firmware etc).
Not sure what you expect steam to do for you. They don't fix problems with people's computers or Internet connection.

Hope you get it fixed though.

I can download 80+ gb in 20 minutes with a third world country with a ok pc (nothing crazy)

External Hard Drives
External hard drives are not recommended for use with Steam or Steam's games. Aside from many potential performance issues, external hard drives may connect or disconnect from the computer at inopportune times as part of their normal operations. If you encounter this issue with an external drive, install Steam and your games to an internal drive instead.

Sounds like this may apply. The external drive keeps disconnecting and reconnecting. Try downloading to your internal drive, then transferring to the external drive.

External drivers are not recommended for use with Steam. They may work fine for some, but not for others, but their use is not supported by Valve.

Support can't help with an issue on your side. They are intended for account and billing issues.
