I'm sad to say your government is at fault here. Their draconian laws are the reason, so no there is absolutely no legal way to get it.
Though, if you were on a VPN and it recognized you as able to get it in your region then you might be able to get it using Steam Wallet. You could look into that method see if anyone else has tried as well, some say even a proxy would be enough. Read this:

You can also get it free on Epic Games Store with 2 Factor Authentication, it is not known to me if they have any region locks or not.
The VPN could work if he can get it shipped to him.
Never used a VPN honestly so I don't know much about them except connecting to other places and such lol
but the person you replied to , he says using vpn just to see if i can really download this verison on my region or it's just a glitch appeared on my store and i can't download it. ( i'm talking about the premium edition that appeared in my store ) because how it possible to offer the premium and not the original edition

OP should see if it's available via 2FA on Epic.
They can be amazing depending on what you want/need to do especially if you want to make things more difficult for 3rd parties.
No one realistically cares that much to enforce it or they'd act on this and proxies more often in general.
That is well beyond 'a VPN will fix that!'. That's a 'if steam discovers the use of it for applying an illegally purchased game onto their account, that account might be permabanned'.
The penalties may not be applied often, but they are steep.
