You mean several years ago when Ubisoft signed their (timed) Epic exclusivity deal. The games will release on Steam in a year or two after their Epic/Ubisoft Connect release. Assuming, that is, the license doesn't expire first (which would affect Avatar -- the first was pulled from sale for the same reason).
The other issue is that achievements are not always found on steam for the games. This also is a big turnoff for alot of steam players. Im not one of those players, and don't give a crap as it is physically impossible for me to get every achievement for every game as i am disabled on my hands, so i find achievements not a deal breaker for me, but for others, it will stop them from buying ubisoft games also on steam.
NOTE: The achievements are actually found in their launcher and store front. So for instance, when you boot up the ubisoft connect app, you can find most games achievements made by ubisoft there.
