You won't be getting any money back. Update your operating system or you won't be using Steam.
So Windows 7, 8, 8.1 users will likely have access on their OS for a while more.

Why would they do that when they're intentionally discontinuing support for it?
That's your own choice and your own problem. There are options out there, it's entirely on you and your own fault if you don't take advantage of any of them.
The only one stopping you from using your games is you if you refuse to install an operating system supported by Steam.
You aren't entitled to any refunds when you're refusing to keep your end of the agreement you made with Steam when you signed up for your Steam account.
Also, if your thousand games were purchased more than 2 weeks ago and have more than 2 hours playtime you definitely won't be getting your money back for any of them.
At the end of the day it's just changing operating systems. There are people out there in the world with real problems. You'll be alright.
