The retailer is also responsible for ordering Steam Wallet Cards, if they wish to carry them. If there are none in the store, then the store may have decided not to carry them.
What happened is that many have switched to digital only.
The physical cards with the field to scratch off are basically gone from nearly all stores here.
But everyone carries the digital ones where you just say you want one at checkout and they print you the code.
Pretty much every supermarket chain here (ALDI, LIDL,NORMA,NETTO and so on) offers them, also pretty much every gas station and lottery ticket store.
Maybe ask around who offers the printout version in your vicinity?
