Is it possible that games that have been removed from the Steam market can return there one day? or is it permanent

Yes its possible. Good example, the orignal "Alan Wake" from Remedy released in 2010 on Steam, was removed in 2016 because the license for multiple ingame songs had run out and was brought back about 1-2 years later when they negotiated a new deal for the music rights.

So it can happen but its definitely rare.

The game's developer/publisher/IP owner would need to put it back on Steam. If there is no one as such, then there is no one to put it on Steam and it will never be on Steam (or be on Steam again).

So no, not likely to happen, going by the actual definition of "abandonware."

It's possible, but it's not up to Steam. (Except in extreme cases.)
If someone buy the rights or get a license to sell it again.

There been studios and publishers that brought the rights for old 80's and 90's games so they could sell it again today.
