Steam app is still 32 bit and IPv6 disabled.

Sure, the client is 32-bit, but I haven't heard a good argument for it needing to be 64-bit. I am pretty sure it supports IPv6, though.

Aside from new-stuff-for-the-sake-of-new, what would be the advantage of going 64 bit on the Steam client? Sure, you get more & wider registers but how exactly is that going to benefit the Steam client?

Yeah the new EA Client with all of its components is running 64-bit but also has no CFG enabled. It will come with times when they overhaul the system.
The webhelper for example is 64-bit already. And touching running systems and all....

Just because a website doesn't have an IPv6 record doesn't mean it isn't supported by the client you're viewing it with.

Steam's servers not having an IPv6 routable address is something I agree could potentially use fixing (though not terribly necessary, I am unaware of any ISPs that are exclusively IPv6 based), but the client itself can access IPv6 sites itself just fine. So Steam does, technically, supoort IPv6 - steam servers just can't be connected to via IPv6.
This is bizarre considering Valve has experimented switching to IPv6 for game downloads... it brought down entire networks, but it has been tried.

Granted, Community is entirely separate from download CDNs, but this just implies things are taking a looooooong while at Valve.

not super knowledgeable about 32 vs. 64-bit systems, but don't 32-bit programs generally run worse on 64-bit systems?

i've personally never had an issue with Steam's performance (64-bit windows 10), but i swear i've seen a couple examples of it.

Nope, they don't. Yeah, sure, there's that overhead from emulating a 32-bit-system but on the other hand, the CPU got less actual work to do as all words half the width of a 64-bit-process. Now shifting words around ain't terribly bad, afterall, that's why they're words! But you do get more memory usage which in turn increases pressure on the cache which in turn may very well react by dropping performance.

This is a complex topic and simple answers tend to be wrong. The only answer that remains constantly right is "profile it".

"You will also still be able to run x86-32 binaries and apps in ring three on your 64-bit OS in ring zero – so long as the operating system provides the appropriate libraries and APIs, of course. They nearly disappeared from Ubuntu a few years back, and it still might happen."

You've been skipping over a lot of details of this article. Intel isn't removing 32-bit support from their CPUs at all. What they're doing, is declaring x86-64 the default mode, including removing 32-bit support from Ring0. FROM RING0, NOT FROM THE WHOLE CPU! Nobody, including intel, claims for 32-bit support to get removed entirely! Nobody, except you, that is.
