Most likely Sim 4 with mods as well.

Well that is disappointing I don't like mmo games I am not a fan of teams/party I am almost anti-social so I'll stick to single player games that don't require online but I do thank you for answering.

the intro EA logo is from Command and Conquer 3. Just search “command and conquer 3 intro” and you’ll see it. They somehow thought Tiberium was going to substitute for the green cursor???

This footage looks worse than even Anno. Skylines and SimCity make way better cities than this. Skylines water has a very peculiar “shimmer” to its water physics.

It would actually be hard to make something this boring looking in any of these games

Probably around 1:02 - 1:06, the backdrop somewhat resembles an area near Vespucci beach but it's actually not. Fooled me too first time I looked.
