"What you said was good comedy/entertaining/funny"
But in reality, it's used ironically or straight up as an insult.
"You say something I don't agree with it? Then I call you a clown and your opinion a joke"
That's not to say sometimes people do purposely share outright wrong takes, precisely to bait people into giving awards such as jester... but most of the time?
Most of the time, it's just people jerking off at the very idea of feeling themselves(or their point of view) to be superior than others, without going through the effort of actually proving it with reason and logic and fact. To me, it's just yet another minute tool to feed the separatist mentality that's been growing up at an exponential rate thanks to the globalization through social media.
Who cares about the truth in things when you can just "virtual-invalidation" people and their views with a couple of clicks and impose yourself and your own views while also earning some "virtual-validation" of your own... right?
In practically any D&D-style MMO, do you insult somebody by anonymously giving them gold? No, because that would be stupid.
In Second Life, do you insult somebody by anonymously giving them Linden? No, because that would be stupid.
In the real world, do you insult somebody by anonymously giving them money? No, because that would be stupid.
So the clown is really the person who's giving out the 'Jester' award as an insult, because they basically just gave away $6.
So, you're referring to when they gave players six dollars off via redeeming steam points during that race event thing, I take it?
I wish they actually would allow us to do that again, because steam points are currently useless to me. As far as I know they only allow users to decorate there profile, and avatar.

This video is like the perfect encapsulation of all the misconceptions regarding the Jester-award, ever.
