good F2P mmorpgs that are the least pay to win

I'm looking for some good free to play mmorpgs, that are not paywalled or highly pay to win.

Guild Wars 2 is one I love going back to. Not sure about the P2W stuff because I just enjoy myself. So perhaps somebody else will chip in about that game.

You're asking something very difficult OP, but there are a couple of them.
Flyff is one that is diffidently playable without paying, but it is not very good. It is relaxing though since you don't need to do much and can just grind away.

Anything hosted by Nexon is pay to win to a crutch unfortunately.
You can play Mabinogi for example for a while without paying, but you'll quickly notice problems:
1. lack of inventory without paying (severe, problematic, obstructing lack of inventory)
2. more difficult dungeons (no distractions, as in pets, etc.)
3. lack of wealth. (yep, your bank is limited, so you cannot compete on the market)
4. lack of shopping / extra bag (oof)

Playing without paying is made so hard that they make you pay to get anywhere, and punish you for not paying, such as a 4 hour walk through a dungeon because you died in the last room.
(and your item, dropped, disappeared so now you can't even beat the boss, nice)

CyberStep's games are gacha nonsense and pay to win, but playable, so long you endure daily login, keep up with events properly, find allies, etc.
Onigiri can be fun, if you live in the US at least.

(One other problem indeed is latency, especially games like MapleStory and Mabinogi require low latency, so playing from EU is a no-go.)

Other issues are regionblocks (due to gambling laws)

One cool MMO that died that wasn't pay to win is Rusty Hearts. (no, not that mobile game, I mean the PC game) No private server exists so the game basically disappeared.

You can play Granado Espada without paying and get very far.

Unfortunately most PvP games are pay to win, so S4 League is not an option. (in fact paying makes you so overpowered that not paying is not an option)

hmm.... difficult. There are plenty of MMOs I haven't tried. (lately its because they require a lot of time and its difficult to invest and remain interested. And it shouldn't rely on lures like daily logins or a real-life-based buff timer, making you log in, etc.)

I have been more aware of the Consumer Abuse / Psychological Manipulation games publishers make so, there is that too I guess. (for example, publishers only providing parasitic content for Whales)
(parasitic because it changes the game, without adding anything in return, such as game breaking stat buffs / pay to win)

Fallen Earth is completely free, no subscription, no microtransactions, nothing. You couldn't spend money on that game if you wanted to.

Blessed was pretty fun, it has nice scenary, however the population seems pretty light.

Conqueror's blade is a decent fun action medevial MMORPG - this does have pay features so watch out

NeverWinter is also good and is D&D style rpg action MMORPG

there are alot more but those are some good ones to try,

I wish they would bring Wizardry online back but sadly i don't think it will ever happen.

when i tried steam 20 years ago it was one of the worse gaming platforms i seen in the world.

amazing how 10 or 20 years can change things.

startrek,
loads of Mobile MMORPG games.
Lord of the rings MMORPG is also free i believe.

Terra online was also decent

phantasy star 2 new genesis is also a new and uptodate mmorpg

They turned it into two games
A browser version called "Flyff Universe" and a client version, both of them are officially hosted by Gala Inc (the creator).
Flyff Universe seems to be their go-to since its multiplatform due to it being a browser app.
