Madden is the same game every year with just an updated roster. And this is coming from an nfl fan. And played many madden games over the years.
Nothing would change if all those negative reviews had 1 hour and 59 minutes of playtime.
It's not hate in any way, it's simply people who bought a game and found the sequel wasn't as good as they hoped.
It's quite clear that OP has an issue with accepting that other people might not enjoy a game they enjoyed themselves. And with accepting that it's fine that they don't.
Skewing reviews in the developer's favor isn't doing anyone any favors.
Every Store which offers some kind of reviews is something you can not trust, as a lot of those are unreliable.
Amazon is the worst on it, as they mix reviews from different versions of the same....so, be glad that steam reviews only suffer from trolls.
How many games are out there which you could beat in 2 hours? (not speedrunning those etc)
Which is fine, btw. Just as fine as the people who gave negative reviews to those games.

i have no intention of slogging through hours of game play just to see if it might get better

I've seen games with great reviews that are awful, and games that get bad reviews that i love. Why would i go by what i see on a review, on Steam, IGN, Metacritic, the big gaming sites or otherwise?
