Repeat warnings eventually escalate into bans.
usually there are 2-3 warnings and then you get a one day ban, after that it's three days ban, after that it's global ban (duration varies) but every subsequent ban is longer than the previous
It may depend on a lot of things, like the severity, frequency of infractions etc.
Also game hubs may be more or less strict too. It's a pretty broad question with a lot of possible answers depending on the details.
How many warnings will you get for speeding before you get a ticket? Depends on a lot of variables.
All you're gonna get is random guesses, and it doesn't mean anything if the guess is right, or if it's wrong.

Keep breaking them, in order of severity they will take action.
You really don't need to worry too much about it unless you're breaking rules often. Avoid controversial or political topics on game hubs though since many developers choose to moderate their own hubs rather than using Steam's moderators. They have the power to ban you for any reason they choose to.

and I received a 1 day ban instantly afterward each time, two of them got revoked later. Third one stayed for whatever reason even though imo its invalid for a number of reasons. (steam support even changed the reason 3 times over the mails) so...
idk-- I guess I was made an example for whatever perceived insult.
2 warnings is enough and there is no forgiveness system. You don't get any more warnings than that I think.
I also received a single warning on another hub, which was about my reason for using -noreactlogin (privacy protection / political / consequences) they found it off topic when I pointed out Iw as getting rediculed for my reason elsewhere. (screenshot comments)
further... a single game developer got banned from steam for breaking copyright law and steam didn't want that, so they retaliated and gave every user who commented permanent bans on each game hub. I received two of them that way, for messages that said 'good luck' basically (showed kindness) and no reason was given.
and of course it wasn't removed because Steam Support found nothing wrong with their actions.
that's my whole history of dealing with bans on Steam.
Anyway, conclusion is.... from my point of view, they instant ban, no warn. If you get warned, that is lucky, very lucky.
Becarful what you do on steam. Try to play nice or regret it.
But if you play soley on Steam, it could be an issue being you can't get customer service on the games you buy, at least from what i can tell.
The reasons get rediculous though. The warnings were both given by Spawn of Totoro when he was a volunteer moderator. Once they found the use of a word I used wrong because it was too direct, therefore insulting at that time. The other I forgot but I didn't get it that well either.
The ban that stayed for me was one where another steam user was acting very strangely, making me worried, causing me to ask about them in the thread where they replied more than 6 times in, then removing their posts. ..and so I ended up, somehow harrassing them?
I disagreed obviously. (My questions on it may have looked like an update feed to point out the behavior, but like... I mean steam already tracks stuff and whatnot.)

..... I have honestly no clue what happened; I am guessing they got scared or insulted and somehow and instead of talking back or asking me anything, they made a convincing enough report that 8 days after the incident (I only talked in two posts about them) I got banned. Users have too much power on this forum.
I was more shocked by the fact that the moderators let the ban stay on my account though... like, whatever mental disorders they have that caused them to be convinced everyone was after them or whatever is one thing; but steam support should know better.
and in fact this is making their situation worse in all manners, because it teaches their brain to act more like it so that they end up acting in a way that drives them dopamine...
so, by giving them the sense of power and informing them that action has been taken and letting them check if I got banned or not makes them play the victory dance.
That's how things work unfortunately... and I am still hoping things would change.
As I told them as well, I could have been PMmed or Warned instead. Heck the message could have just been removed as well. It was late, etc. I didn't get why the ban. (if anything, when a topic is already basically quiet and ignored, its completely meaningless to even apply bans, since its long after and forgotten. It's just weird to hand out punishments... and not be clear as to why on what part and never reward; what is good behavior here? I don't get it.)
And no, I don't do that more often. It was the first time I did that on this forum.

The point I am trying to make is "Assume you will get banned."
You break one rule accidentally somehow? You don't know how? They will not care. You will get banned for whatever perceived line you crossed, or if the report on your post is psychologically and emotionally manipulative enough. Expert victims exists, so you need to be extremely careful.
Here's how to avoid bans: "Don't post anything."
Assume your thought sharing isn't welcomed, too offtopic (according to the mods), an insult or whatever. The moment you post, you risk getting banned.
