There is a reason there is an abuse-clause in the policy.

Nothing has changed on this matter, this policy has been in effect at least ever since I got active on Steam. It was never meant to be used casually.
During the time I was actively building up my Steam library I could always count the amount of refunds I did in a year on one hand.
And yes, there are a few times when I grabbed a game / DLC and while I wasn't fully sure I figured I'd check it out "later" anyway. In a few cases this turned to be a disappointment. But that's on me ;)
That’s what demos are for.
Using refunds as a trial system is not one of them.
It’s not meant for that purpose.
Refunding every game you have a slight distaste for, or treating as a demo system, is not why it’s there.
Checking out things like short gameplay clips isn’t hard, and should avoid things like “misleading screenshots”.
When you get that warning, just don't refund for a few weeks and it'll be fine.
I haven't bought games I didn't like for such prices, no. Usually I wait for lower prices anyway.
Heck, it's quite rare I buy a game I don't like to begin with.
But it's nonsense that you can't research before buying. I've been doing that for 35+ years now, even back in the day when there was much less info on games than nowadays.
Can you refund Steam game because you dont like it?
You can request a refund for nearly any purchase on Steam—for any reason. Maybe your PC doesn't meet the hardware requirements; maybe you bought a game by mistake; maybe you played the title for an hour and just didn't like it. It doesn't matter.
