The Steam client has never allowed that AFAIK. But you can always use a real browser.
You CAN literally paste links in the new window.
Also, the issue, rather, is that I indeed could load the page in a real browser, but the signal to download the game from the browser isn't sent to my client for whatever reason, thus I must load the page directly from Steam, and download it.

It has no viruses inside it, not a viable virus medium, AFAIK. :)
In any case, Steam essentially outright informed me their client was no longer useful for reasonably browsing their services, and that I should use an external browser instead to paste links (the majority of the time I find myself on a Steam webpage is from someone linking a game, so wth). Thus, I suppose that's exactly what I'll do when I manage to pass their bloated sign-in procedure on my browser.
