That realistically depends on what Valve does as well. Valve isn't going to prevent 7 users from logging in, as long as said ability to login works.
"Not preventing" is quite different from "supporting."

This is just a bad choice because ALL users agreed to these terms.
There's literally NO STANDING for such a case.
Even DRM-free doesn't exclude you from copyright/licencing, it just brings back a little more of the illusion of ownership we had in the past.
It's almost silly how many people don't understand this.

You dont know, you can transfer the same folder to a another computer and play that, works most of time.
Jokes aside, the most realistic thing Valve could do for W7 users is to send developers a notice that their games will be delisted (keyword delist, not remove) from Steam if they are not updated for modern systems. Many issues are due to old school DRM. I'm sure we'll see similar issues with games that use Uplay and Origin in the future. Valve's perfect world is where Linux is the top gaming operating system, and you never have to go through unnecessary OS updates to play your purchased licenses.
Windows XP and 7 were my first operating systems, but as I got older and went to CS school, Linux became my home. Not everybody's cup of tea.
