All you need to know is that Valve is located in Washington State, USA. Which is Pacific Standard Time.

Type "how long to 10 am Thursday PST to [your city] time" and Google will not only give you the answer but a list of sites dedicated to telling you what the time is around the world.

Or you could go to SteamDB.info/sale/history, which gives the times to all Steam sales and fests and whatever, and currently has a big banner with a countdown to the Summer Sale.

URL that fails has CaMel CaSe aka mixed case! :)
That is likely the reason it fails.

Try all lowercase for URL, that works:
https://steamdb.info/sales/history/

That URL has capitalization issues, try the one above.

So 'sale' should have been 'sales'. You can still Google when the Summer Sale starts multiple ways, which would have taken you to correct link.

It runs for two weeks. There is no shortage of games that requires to know exactly when a sale begins. Usually the first few hours of the major sales cause the store to break or becomes unresponsive because everyone is rushing to buy those games that won't go out of stock at all. You're better off waiting a day or two anyway.
You visit this page:

https://steamdb.info/sales/history/

It tells you the exact time, and completely ignores all that time zone shenanigans. Pacific Standard, West Standard... more like ♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥. Favorite it, use it whenever you know a sale is coming, problem solved.
its just easy to google when does the next steam sale start...
to get the countdown link... and you can bookmark

sale starts in.... 1 hour and 42 minutes and 30 seconds...
