Test disabling 'Write caching on the device'
Also use TCP Optimizer.

If you use it to disable Network Throttling Index you at least are now capable of obtaining your maximum internet download speed.

Can you tell me and others more about your computer?
What brand of SSD is it?
How much room do you have left on the disk where Steam is installed onto?
Do you have any background programs running while you download with Steam? (chrome, idk)
Did you investigate disk usage using Resource Monitor or Task manager or something similar (outside of Steam) to see what it is doing?

https://en.wikipedia.org/wiki/Resource_Monitor
(the tool used to be called Performance Monitor, that is why the exe is named 'perfmon.exe')

I have exactly the same problem. My Disk goes up to 100% in Task-Manager and Resource Monitor. I have a WD Blue SN570 1TB SSD with 600GB free room.

If we look at the specifications for that drive:
https://documents.westerndigital.com/content/dam/doc-library/en_us/assets/public/western-digital/product/internal-drives/wd-blue-nvme-ssd/product-brief-wd-blue-sn570-nvme-ssd.pdf

We can see:
Specifications for:
250GB, 500GB, 1TB, 2TB
Interface:
M.2 22803 PCIe® Gen3 8 Gb/s, up to 4 Lanes (for all)
NAND Type:
TLC (for all)

Performance:
Sequential Read (MB/s) up to (Queues = 32, Threads = 1):
3300 3500, 3500, 3500
Sequential Write (MB/s) up to (Queues = 32, Threads = 1):
1200 2300, 3000, 3500
Random Read 4KB IOPS up to (Queues=32, Threads=16):
190K 360K, 460K, 600K
Random Write 4KB IOPS up to (Queues=32, Threads=16):
210K 390K, 450K, 600K

3300MB/s is about 806K IOPS, and 190K IOPS is about 778MB/s in case you wonder.
but IOPS is basically operations, actions per second, not so much MBs, and it is in its most optimal state.
so its really hard to truly convert it to MB/s unless its all doing the same thing (writing data for example)

All we can see from that data is that it does slow down with randomness, but its still way too quick, or should be in my opinion, for it to be considered 'slow'.

Something must be interfering with its write operation if it slows down by a lot. You'd need to figure out what it is. Did you test the disk's write caching setting?

Turning off the disk write caching actually worked. The disk goes still high but not to 100 and the download is clean. Thank you so much.
