Yep.
Though they say "demo" in the OP, they don't seem to be referring to actual demos as those are a box on the game's store page.
The ones that get their own page are the "prequel" games that are their own separate entity, yet tie into the future game they are for. They also get their own app id and the developer pays for said id as well, just as with a regular game release.

Could be seen as a demo, but is also an introduction to the future game they are working on. A stand alone product.
Personally I see it as it's own game and not a demo, so don't see the issue the way the OP does, but that is just me and my own opinion.
Idk i feel that if its a stipped down version of a game to showcase what you might get out of it and what the game has to offer is nothing but a demo.
now i know why publishers are doing this, they are trying to get more people to buy the game because releasing a game on steam with a demo gets alot less due to maybe people forgetting that its upcoming or something to that, so they make it a "Prologue" which bloats the store and gets them more sales.
As far as I have experienced, a Prologue game has a part of the story that can still be independent of the regular game. It isn't stripped down, but would lack features found in the mid to end game of the next installment.
They are more then a demo and are their own entity, based in that world. Just not nearly as long. I do prefer them to a watered down demo that is only there to showcase features and game play.
In the end, it is mostly preference and one's own point of view, but due to commercial aspect you mentioned, I don't see them really going anywhere as they are still treated as a full game by Valve.
They ♥♥♥♥♥♥♥ literally call it a demo on the info page, why is this being allowed it only helps publishers not us.

But yeah, demo can be a thing, prologue can be an introduction to what the upcoming game will be, often before or right before the game.
So, they can be different store pages which entirely still makes sense.
So Yeah. it's yup to the devs what they want to call their stuff.
