Developers who have the capability to deliver good quality games often opt for safe routes since they're professional. (So they want to reach the most people and make money)
this is why a lot of horror is turned into Counter Strike; but with zombies or something basically.
insert all the Die Hard (movie) jokes as well.
Especially survival horror (where the whole idea is limited resources and risk), they dare call games survival horror when you can get an endless amount of ammo or better weapons thanks to a shop.

Horror is basically playing with fear and risk. It also adds elements of shock (something confusing or at least making you wonder 'what the?' or 'why', basically)
Something isn't scary if you can just kill it quickly, and thanks to that there is a lot of mislabeling.
For example...
resident evil 4, 5 and 6 are not horror games. At least resident evil 7 tried, but it became more and more counter strike.
And although its usually like gore, blood and weird monsters,... there are other, seemingly happy things that are pure horror.
The movie Baby's Day Out shows a crawling child on an adventure, barely escaping death every time by falling from a large building. Its pure shock, fright and horror for any parent watching, despite the happy music that makes it seem comedy. (actually that adds elements of great disturbance)
Just saying.... horror is misunderstood greatly.
The games you look for @OP, those are horror games. Jumpscares aren't horror, they're just startles.
although it can make you nervous for the next startle, its not scary. Jumpscares are aimed at the player. (That said it can be an element present, though I mean it can be in any game, not just horror games.)
on the other hand, the game lobotomy corporation for example, although it doesn't entirely seem like it at first, does feel a bit like a horror game at some point. (keep in mind for something to be horror, it needs to be a primary theme, something constant. Its diffidently horror for the characters in universe though...)
One important aspect of horror is the feel of helpessness (loss of control) and loneliness (no safe place).
So with that, I think Super Metroid and Metroid Fusion are horror games. (despite not carrying the label)
And the horror doesn't nessecarily need to be aimed at the player, but .. it can also be horror for the characters within the universe. Try Ann, Corpse party, Mad Father and other RPG Maker horror games ;p They can be pretty good. (Horror wise I mean. Though in all of these chases the horror is not aimed at the player, but its horror for the characters in universe. So if you want to enjoy it, it requires immersion.)
Just saying, of the games I mentioned, only Super Metroid and Corpse party doesn't have something chasing after you.
And technically lobotomy corporation doesn't have something chasing after you either, but it does go after employees you... will then have to order to fight or escape the dread. And then you can watch helplessly as they... might survive.
I'm not entirely sure about corpse party. I do recall it has scenes where something pretends to be chasing you, but I don't think it actually happened.
I recently played a game called White Day, it is horror, but there is a lot of being chased in there and its not that scary to be honest. (not even the main character is frightened, he's just shocked usually)
just saying that, what you look for is extremely rare with those specifications. if you would allow chasing (every now and then) the list becomes slightly bigger.

They require a lot of reading, but it does do good on the horror atmosphere creation. (and there is no running required, because you're reading.. xd)

Though its not constantly horror, it ... sort of turns into one? (also doesn't have chases. its purely the atmosphere of the game that gives the horror vibe) Its an RPG with a lot of bad ends, so have fun exploring I guess.

More expensive than a lot of indie horror? Yes.
But Fatal Frame is a cult classic series for a reason. It has no screamer jumpscares, and instead is heavy on the exploration and atmosphere, which is something that most of the games above end up resorting to cheap jumpscares at some point. While ghosts will pop-up for scares, they arent the usual cheap jumpscare types that try to make you flinch so youll be fine.
Game is also decently long (10 hours minimum on a first run), and theres a lot to unlock and costumes to collect. Less gore horror, and very Japanese ghost horror instead.
For more cool finds in the world of gaming [tech-yea.com], especially if you're into horror games that focus more on atmosphere than action, I'd recommend keeping an eye on forums and reviews. There's a lot out there for us who enjoy a good scare without the heart attack!
