Steam Download Speeds Capped at 11.9mb/s
I am losing my mind over this issue I am having. I have found a few threads online of people explaining the same issue, but no resolution has ever been found. My steam downloads seem to cap at 11.9mb/s. Yes, I know that translates to around 100mbps. My internet is 300mbps and I have downloaded games MUCH faster than 11.9mb/s. My girlfriend is sitting right next to me connected to wifi downloading on steam at 25+mb/s. I am connected to the router through ethernet, I've disabled my firewall, got rid of Norton so no antivirus, changed my download region, cleared download cache, etc. I have done everything to try and remove this hardcap but it just does not work. This started happening only a couple of weeks ago and I am starting to pull my hair out. Anyone ever had this issue and found a solution?

steam has a Hardware and OS forum that is good with this stuff...

steam can obliterate 1gbps connections

Your download and patching speeds are limited by

1) your CPU
2) your disk IO
3) your anti-virus
4) your ISP

many routers don't have gbit connection on all ethernet ports. sometimes some of the ports only support up to 100 mbps. try checking your router model or manual. or plug your cable into port 1 in the router.

perhaps first do a speedtest (speedtest.net) to see if the issue is limited to steam

The DWORD 'NetworkThrottlingIndex'
Its default value is 'a' (it displays as 0x0000000a)
Edit that, and set it to 'ffffffff'

Windows has a build in network speed limitation enabled for whatever reason. (This guide will disable that.)
regedit is a program on windows, you should be able to find and use it.
the second line is the location of the dword key I mentioned
