Report a translation problem
I am dealing with an issue currently where I am attempting to refund a game as a client has chosen not to pay me in time and I do not have money to get back home- I recently purchased Hogwarts: Legacy and put about 2.5 hours into the game. I purchased the game on Feb 22nd
Steams guidelines are that a refund is eligible at under two hours of gameplay and purchased within 14 days.
I was denied a refund due to being 30 minutes over that time, I’ve requested an appeal and haven’t heard back. I feel like I’ll be stuck here without knowing when I’ll be receiving a refund
Make sure that you are within these guidelines and you should have no problems
Correct only I think it is running the game, is it playing game or just staying in menu it does not matter. Even if you are in menu you are still running the game, it does not matter what you are doing. Watching starting screen, lookiing into settings you are still running the game itself.
But sometimes if you have contact support personally they might lean in a bit.
Also how does OP "download the game but not install it" ???
100% correct, with exceptions with flopping games that do terribly or lie to said users on launch, it can still be possible, for example when one of the flight simulators came out, it had their own launcher, the users had to install the game through the launcher which of course run through Steam, it counted as game uptime during said install through launcher, that and the download was slow through the launcher, a lot of people hated it and some still got a refund after the 2 hour marker because of said issue and backlash of users

Refunds are granted if
a) the purchase was at most 14 days ago, and
b) the game has not been run for more than 2 hours
Anyway, a game being installed or not is irrelevant regarding Steam refund regulations.
Sometimes it will say "PLAY" on some game that you had deinstalled but if it is pre purchased you can download it but not play it before the game is officially released.
do you mean that I fist need to install and then to download? how´s that possible? :D
The Install button downloads the game. Running it for the first time is when it is actually installed. Confusing wording, I agree.
Either way, as was said, doesn't matter if it was downloaded and installed. Refunds for a Steam purchase are based on time played and ownership.
However, if it was a purchase from a 3rd party (Steam Key), then Steam does not provide refunds for said purchases.
