Also, is it based on actual sources that show steam doing business with Russia or again just a general statement about how the policy should apply to everyone? I'm just wondering.

Foreign enemies should not be allowed access to American assets. PERIOD.

And at the risk of going political: "convenient" isn't it that several parts have been carefully excluded from those sanctions? The Druhzba pipeline for example. Rumor has it that even the US are still involved with this one, all under the radar of course.
In the end... politics have no place on Steam, and for good reasons. Al it leads to is ignorance, deceit and other despicable things.
