So what i'm saying is that not everyone who have it unlocked at same time is cheating them.
Might just be an offline gamer. They do exist you know.
That said, acheivements unlocking at the same time can also happen when someone played a game offline. Though that, obviously, only goes for singleplayer games, not MP.
The only way you can make this 'secure' is to make ALL achievements servers side. Steam already has server side achievements. This ensures that only a secured game server can make these web calls and steam only trusts these web calls from these servers. So even if you try to spoof the call, Steam rejects it
Aka sure if you want to make all games multiplayer only then sure you can 'fix' this
As long as you send the achievements via a client that is totally untrustable, there is no way to ensure that the call is legitimate or fradulent. Because anything a legitimate client can do, can easily be spoofed or manipulated by an untrusted client.
Valve themselves have come out and said they see no trend in a game offering achievements increasing it's overall sales or value. That's why the implemented the 'Restricted Profile Content' because if achievements caused games to sell, achievement farming games would bypass that gate very easily and make it completely pointless.
Admitedly, not a lot of game pulled that one successfully but I do know one that owe part of its success to the wide variety of achievement a lot of people keep asking for more. Payday 2.
That said, im not throwing a wrench in your argument. That really is the exception, not the rule.

TL;DR Steam doesn't care about achievements because PCs can be easily cheated via save files, etc. You also seems not know that there is offline mode that makes timestamps pointless to identify.
Someone having every achievement in a game does nothing so Valve doesn't care.
Some games are also available on Consoles, and when they put out a dlc there they need to include achievements for it (not those cosmetic ones of course, more like story dlc etc)....so if they need to do them for one platform why not add them on the others too...
I think it doesnt work this game. Sometimes I play offline and when I go online again steam doesnt update even information about time played. I've played Rimworld almost entirely offline for a period of time but my total playing time was stuck. Of course it didnt matter, but I think that if steam doesnt update such things, then Im not sure whether it could update achievements.
It can be avoided if you make separate Windows logins for both accounts, but not many people bother to do this.
