Whatever you're trying to say here, you don't exactly do yourself a favor.
Steam has a global community and not every language has a subforum.

Note that you may have a case with languages possessing a dedicated language hub, but then, it's more simple and beneficial to just point it out to them.
I think it also makes the work of the moderators more difficulty. They constantly have to use Google Translate to translate posts to see if there was an insult or some other rule breaking thing.
It's even more annoying in games. You have a russian, who writes in his language, nobody understands it, you say "please write in english so we understand you" and he continues to write in russian and than leaves after dropping a couple insults (i had that experience in GTA Online a couple months ago). What's the point?
In this day and age you simple speak english, it's the language that is taught and used everywhere.
English isn't either taught nor used everywhere. You can fully use steam without a word in English. Just change the language.
And not everybody has the time, ability or chance to learn an additional language.
Then there's the people who mock and belittle those who dare to try communicating in another language.
Not when you speak multiple languages, like me. Aside from that, most countries are multilingual and thusly multilingual conversations are rather common.
A lot of Eastern Europeans that I've met state that they either did not have English in school or only learned it at a rudimentary level. It's not a person's fault if they don't speak a language.
Says you. There is nothing wrong with talking in another language and if a person makes a forum post in a language other than English, they are aware that they might have to wait a bit, but they also know that they'll be able to understand any incoming reply. If you don't speak a language, you don't have to get riled up, you can simply choose to move on to the next thread.
There was an update a week ago:
1st English is not easy to learn ,
2nd you better educate yourself and learn other language,
3rd Enlgish is not only one or better one .
i dont disagree that people should type(speak) in english if its not their native language but english seems to be the mostly used laqnguage on here , so i will leave the scottish speak for offline and if someone feels the need to discuss a topic in a language other than english then fair play to them as far as i know there is no manditory statement to say you need to use english only on here. good luck if steam said only welsh could be used (joke)
not everyone who is in this community can speak english , i dont think they should be judged for that.

The "everything else" forums are those very ones that you wish to restrict to English-speaking users.
A better solution would have been to replicate those boards in every notable language, rather than kick out anyone who dares not speak English into a melting pot section. Sadly, there doesn't seem to be any implementation like this in the works.
