Nope, that goes waaaay back to the birth as well. Those high scores tables shared your achievement with anyone who looked and there was no small amount of bragging rights to be had in having the top score in a game for a period of months.
I'm not old enough to confirm anything, but here's a case:
I was playing LittleBigPlanet3 (Good Game indeed), and I noticed that every level had way too many people with 4 million points... I don't think that's legit, as they were all exactly 4 Million, and it doesn't look like a cap...

Be fair. There was no internet in ye olde arcade days of pacman and centipede.. Heck back in the day, the only achievement worth mentioning was.. I beat the game'
Back then , you were never assured that you would be able to beat the game. There are people that still haven't beated Ninja Gaiden for the NES, or TMNT... Saying you beat the game was basically the only achivement you needed.
Steam achievements should be server-side mandatory, and not client-side. This would eliminate scripts to unlock achievements (programmes which are Steam & game-bannable, for which I report peoples' Steam profiles directly). If you have a problem with this, then get over yourself.
No, those weren't in video games since the beginning. They are a relatively recent thing, and became popular when Microsoft started using them.
